Approved on G-Cloud 14 and DOS 7.
Talk Think Do is an approved Government Commercial Agency (GCA) supplier. Public sector organisations can procure our services through the Digital Marketplace, without the need for a separate tender or procurement exercise.
We are listed on G-Cloud 14 for cloud software and support services, and on Digital Outcomes and Specialists 7 (DOS 7) for bespoke digital delivery. Both frameworks are designed to make it easier and faster for the public sector to buy the technology services it needs.
GCA is the new name for Crown Commercial Service (CCS) as of 1 April 2026. All existing framework agreements, contracts, and call-off arrangements remain fully valid.
Crown Commercial Service is now Government Commercial Agency (GCA). From 1 April 2026, CCS merged with Cabinet Office Central Commercial Teams to form GCA. All framework agreements, supplier listings, and call-off contracts are unchanged. If you have an existing contract through CCS, it continues without any action required. The Digital Marketplace, supplier IDs, and buying processes remain the same.
Two frameworks, two ways to buy.
G-Cloud 14
CurrentG-Cloud 14 is the current GCA framework for cloud-based products and services. It covers cloud hosting, cloud software, and cloud support. Suppliers list their services at fixed or capped prices on the Digital Marketplace. Buyers search the catalogue and award contracts directly, without running a separate tender.
G-Cloud is the right route when you know broadly what type of service you need and want to compare listed options quickly. The framework removes most of the procurement overhead and is widely used across central and local government, NHS, education, and other public bodies.

Digital Outcomes and Specialists 7
CurrentDigital Outcomes and Specialists 7 (DOS 7, RM1043.9) is the current GCA framework for bespoke digital projects, live from January 2026. It consolidates the previous DOS 6 and Digital Specialists and Programmes (DSP) frameworks into a single agreement under the Procurement Act 2023. Buyers publish a brief describing the outcome or specialist capability they need. Suppliers respond and the buyer selects the best fit.
DOS 7 is structured across four lots: Digital Outcomes (Lot 1), Digital Capability and Delivery Partners (Lot 2), Digital Specialists (Lot 3), and User Research Studios and Participants (Lot 4). Call-off terms run up to four years for Lot 1. The framework operates as an open agreement, reopening for new supplier applications every 18 months.
DOS 7 is the right route for custom software projects, discovery and alpha work, ongoing digital delivery programmes, and specialist engineering roles. It brings competition and transparency without the cost and delay of a full open tender.

What the frameworks mean for public sector buyers.
No separate tender required
Both G-Cloud 14 and DOS 7 are pre-competed frameworks. Buying from a listed supplier satisfies public procurement obligations under the Procurement Act 2023. You do not need to run your own open market competition, which reduces procurement timescales from months to weeks.
Transparent, auditable pricing
G-Cloud 14 services are listed with fixed or capped day rates on the Digital Marketplace. Every transaction is recorded and auditable. The framework is designed to withstand scrutiny from internal audit, the National Audit Office, and other oversight bodies.
Pre-vetted suppliers
Suppliers on GCA frameworks have passed due diligence checks on financial standing, technical capability, and compliance with government standards. Our ISO 27001 certification, Cyber Essentials Plus accreditation, and GDPR compliance are all part of the framework record.
Quick to start
Once you have identified the service you need, the process from approval to contract can be measured in days rather than months. For organisations with urgent delivery timescales or tight budget cycles, this can make a material difference.
Appropriate for any public body
Central government departments, arm's length bodies, NHS trusts, local authorities, universities, and other public sector organisations can all buy from GCA frameworks. If your organisation spends public money, you can almost certainly buy from G-Cloud 14 or DOS 7.
Direct relationship with the supplier
The framework sets the commercial and legal envelope. The working relationship, statement of work, and day-to-day delivery are agreed directly between buyer and supplier. You are not buying through a reseller or intermediary.
The four lots in DOS 7.
DOS 7 replaces two previous frameworks (DOS 6 and Digital Specialists and Programmes) with a single, more flexible agreement. Understanding which lot fits your need helps speed up the buying process.
Lot 1
Digital Outcomes
Procure a supplier to deliver a defined, outcome-based digital project using agile methods and government digital standards. Best for projects where you need an end-to-end delivery partner.
Lot 2
Digital Capability and Delivery Partners
Procure suppliers for long-term digital transformation programmes, capability building, and strategic resource augmentation. Call-off contracts up to four years.
Lot 3
Digital Specialists
Procure individual digital specialists with specific skills to support a project or join an existing team. Covers the full Digital, Data and Technology (DDaT) profession framework.
Lot 4
User Research Studios and Participants
Hire studio space or recruit participants for user research activities. Useful when you need to test a service with real users but do not have in-house research facilities.
Which lot for Talk Think Do? We typically work under Lot 1 (Digital Outcomes) for project delivery engagements and Lot 2 (Digital Capability and Delivery Partners) for longer-term programmes. For specific specialist roles, Lot 3 applies. Contact us before submitting a brief if you are unsure which lot fits best.
What we bring to public sector engagements.
We have delivered and supported software for central government departments, national infrastructure operators, and arm's length bodies. Our public sector work spans custom software development, legacy modernisation, managed application support, and technical assurance on existing systems.
We are a specialist application development and support partner, not a generalist systems integrator. We focus on engineering the right solution and typically work alongside other suppliers who handle licensing, infrastructure provisioning, or programme management. Within multi-supplier environments, we operate as a trusted delivery team with clearly defined accountability for the application layer.
We bring the same commercial disciplines to public sector work as we do to private sector: agreed scope, measurable milestones, and transparent reporting. The GCA framework contract provides the legal and commercial envelope; everything else is agreed directly with the buyer.

Frequently asked questions
Is Talk Think Do an approved Crown Commercial Service supplier?
Yes. Talk Think Do is an approved Crown Commercial Service (CCS) supplier, listed on the G-Cloud framework and the Digital Outcomes and Specialists framework. Our G-Cloud supplier ID is 704666. Public sector organisations can find and engage us through the Digital Marketplace.
What is the difference between G-Cloud and Digital Outcomes and Specialists?
G-Cloud is the framework for cloud software, hosting, and support, bought from a catalogue at listed prices without a separate tender. Digital Outcomes and Specialists (DOS) is for bespoke digital projects, where you publish a brief describing the outcome you need and suppliers respond. Use G-Cloud when you know the type of service you want, and DOS when the scope needs defining.
Do we need to run a separate tender to engage you through the framework?
No. Both G-Cloud and DOS are pre-competed CCS frameworks, so buying from a listed supplier satisfies public procurement obligations without a separate OJEU or open market competition. This typically reduces procurement timescales from months to weeks, and every transaction remains transparent and auditable.
Which services can we buy from Talk Think Do through CCS?
Through G-Cloud we offer custom software development and modernisation, DevOps managed services, and mission-critical managed application support. Through DOS we offer custom software development and delivery, legacy application modernisation, cloud migration and architecture, generative AI development, and technical leadership and assurance.
How quickly can we start once we have selected you?
Once you have identified the service and completed the framework process, most engagements can be contracted and started within two to four weeks of a framework award. We agree a statement of work directly with you, while the CCS framework provides the legal and commercial envelope.
