Trusted to deliver where it matters most.
We have supported some of the UK's most operationally critical systems. We are the technical partner responsible for maintaining and evolving LUIS (the Livestock Unique Identification System), which manages over 25 million livestock tags across the UK and is integral to national food safety and traceability infrastructure. We also provide responsive application support and enhancement delivery for CalMac Ferries, the UK's largest ferry network, supporting over 160,000 sailings and 5 million passengers annually.
We helped the Department for Education modernise its IT systems and adopt cloud-native architecture, working within the complex stakeholder environment of a major government department to deliver tangible outcomes against tight timescales.
Our delivery approach reflects principles from the GDS Service Manual and the Technology Code of Practice. We start with user needs and work in multidisciplinary teams. We iterate from discovery through live, using open standards and avoiding lock-in. We use AI, encoded rules, and the GOV.UK Design System across research, design, build, and operation, so Service Standard alignment is applied consistently and human effort concentrates where judgement is required.
All our public sector work is delivered on Azure, underpinned by our ISO 27001 certification, Cyber Essentials Plus accreditation, and G-Cloud approval through the Crown Commercial Service. We bring the same quality of engineering and governance to public sector projects that we bring to our commercial clients.

Where public sector technology gets complex.
The challenges we encounter most often working with government departments and public bodies.
Legacy systems at national scale
Government systems are often decades old, critical to national infrastructure, and deeply integrated with other public sector data sources. Modernising them without disruption requires rigorous planning and a partner experienced with that level of risk.
Security and compliance requirements
Public sector organisations must meet stringent security standards. Cyber Essentials Plus, ISO 27001, government security classification, and data residency requirements all add layers of complexity to every technical decision.
Procurement through G-Cloud
The Crown Commercial Service G-Cloud framework governs how many public bodies procure digital services. Working with suppliers who understand the framework reduces procurement friction and accelerates time to value.
High-availability for critical national services
When your system manages the identification of 25 million livestock tags or supports 5 million ferry passengers a year, downtime is not an option. Architecture must be designed for resilience before a line of code is written.
Accessibility as a legal requirement
Public sector websites and applications must meet WCAG 2.1 AA as a legal requirement under the Public Sector Bodies Accessibility Regulations. Retrofitting accessibility is expensive; building it in from the start is not.
Stakeholder complexity
Large government programmes involve multiple departments, suppliers, and governance layers. Delivery requires as much skill in navigating organisational dynamics and keeping stakeholders aligned as it does in writing code.
What we deliver for government and public sector.
Legacy modernisation and cloud migration
We modernise ageing government systems onto cloud-native Azure architecture. Risk-aware delivery with parallel running, incremental cutover, and zero disruption to live services.
Mission-critical application support
Managed support with tiered SLAs for systems that cannot go down. Proactive monitoring, rapid incident response, security patching, and continuous improvement under a G-Cloud contract.
Custom software development
New systems built on Azure, designed to government security standards from day one. We deliver within G-Cloud frameworks with full compliance documentation, aligned to Service Standard practice across discovery, alpha, beta, and live, with user research and accessibility built in from the start.
Security and compliance by design
ISO 27001 certified, Cyber Essentials Plus accredited. We embed security into architecture, development, and deployment. GDPR compliance and government security classifications handled as a default.
Accessibility and inclusion
WCAG 2.1 AA compliance built in from the start. We design and test with diverse users, screen readers, and assistive technologies. Accessibility audits available for existing systems.
Programme governance and leadership
Senior technology leadership for complex multi-supplier programmes. We help public bodies align delivery across teams, manage technical risk, and maintain momentum through organisational complexity. We are experienced with GDS-style service assessments, where governance across phases matters as much as engineering.

Frequently asked questions
Is Talk Think Do a G-Cloud supplier?
Yes. Talk Think Do is an approved supplier on the Crown Commercial Service G-Cloud framework, which many public bodies use to procure cloud software, hosting, and support. Buying through G-Cloud reduces procurement friction and lets you engage us without running a full tender. We can provide the documentation your procurement team needs to award a call-off contract.
What security certifications do you hold for public sector work?
We are ISO 27001 certified and Cyber Essentials Plus accredited, and we work routinely within GDPR and government security classifications. Security is embedded in our architecture, development, and deployment practices rather than added at the end. These certifications meet the requirements of most public sector procurement and assurance processes.
Do you deliver to the GDS Service Standard?
Yes. Our delivery reflects the GDS Service Manual and the Technology Code of Practice. We start from user needs, work in multidisciplinary teams, iterate through discovery, alpha, beta, and live, and use open standards to avoid lock-in. We have experience preparing for and passing service assessments, and we build accessibility and user research in from the start.
Can you support and modernise legacy government systems?
Yes. Modernising critical national systems is core to our work. We use risk-aware approaches such as parallel running and incremental cutover to avoid disruption to live services. We are the technical partner behind the Livestock Unique Identification System, which manages over 25 million tags, and we provide responsive support for CalMac Ferries.
Do your public sector services meet accessibility requirements?
Yes. Public sector websites and applications must meet WCAG 2.1 AA under the Public Sector Bodies Accessibility Regulations. We design and test with assistive technologies, screen readers, and diverse users, and build accessibility in from the start rather than retrofitting it. We can also audit existing systems against WCAG 2.1 AA.
